The final phase of Saudi Arabia’s collective-housing requirement will begin on 1 February 2027 for establishments with fewer than 250 workers covered by the programme. The Ministry of Municipalities and Housing published the announcement on 29 October 2026.
The national collective-housing programme described the remaining period as time to bring accommodation into compliance. Establishments can obtain a licence for their own housing building after meeting health, technical and safety requirements, or contract with already licensed collective-housing units.
The programme urged covered establishments to complete one of these routes before the phase begins. The threshold refers to workers targeted by the programme, whose detailed definition is not provided in the announcement. This final phase begins on the future date stated above.
