Umm Al-Qura published Saudi Arabia’s private-education regulations on 30 October 2026. They are not yet in force. The text provides for at least 180 days’ notice to enrolled students’ guardians before fee changes, disclosure of all charges, and no compulsory purchase of optional services.

It also prohibits withholding results or access to learning resources because of financial disputes, while preserving institutions’ right to recover amounts owed through lawful means.

Article 25 ties commencement to the General Education Law, published on 24 July 2026. Under Article 68, that law takes effect 180 days after publication. Publication of the regulations does not make these provisions effective today.
