Stakeholders in Saudi Arabia can now comment on 40 economic and development projects posted on Istitlaa, the unified public consultation platform run by the Saudi Competitiveness & Business Center (SCBC). The drafts were prepared with 25 government entities and are open for feedback and proposals before they are approved.

Among them, the Saudi Data and AI Authority (SDAIA) has proposed amendments to the Implementing Regulations of the Personal Data Protection Law. The changes are designed to clarify procedures and controls so that organizations and individuals can comply, to safeguard personal data and to build trust in data-based services. Comments are accepted until November 5, 2026.

The Board of Grievances has published a draft amendment to the Implementing Regulations of its Law of Procedure. It sets out what follows administrative court rulings in minor cases, how such rulings are corrected, interpreted and reviewed, and seeks faster handling of cases with time spent matched to each case's weight. Feedback closes on November 5, 2026.

The Saudi Electricity Regulatory Authority has posted draft Renewable Energy for Self-Consumption Regulations, which would create a single regulatory reference, update requirements for such systems, tailor procedures to system size and grid impact, and use hosting capacity and technical studies in place of fixed limits. Input is open until November 3, 2026.

Publishing draft laws and regulations on Istitlaa is intended to make the legislative process more transparent, spread a culture of consultation among the public, government and private sector, and involve them in shaping rules that affect the business environment.
