Riyadh Region Municipality has issued a circular requiring all engineering and consulting offices to attach documents on waste transport, including a contract with a carrier approved and licensed by the National Center for Waste Management (MWAN), when applying for construction permits and occupancy certificates. The aim is to curb the random dumping of construction waste and keep neighbourhoods and public facilities clean.

Under the requirements, the designing engineering office must include waste transport undertakings with the building permit application, and the supervising office must submit the contract with an MWAN-licensed carrier at the "project start" stage. Proof that excavation material and construction waste were taken to approved landfills at each stage of construction is also required to complete the occupancy certificate.

The municipality said the circular is part of its efforts to tighten oversight of construction sites, improve waste management and protect the quality of the urban environment, and stressed the importance of engineering and consulting offices complying with the requirements.
