The Shura Council has called on the National Infrastructure Fund to develop a model measuring the development impact of its financing portfolio, linking funding to economic, social and sector indicators. The decision came at the council's sixth ordinary session of the third year of its ninth term, chaired by Deputy Speaker Dr. Mishaal bin Fahm Al-Sulami.

After hearing the Financial and Economic Committee's response on the fund's annual report for its first fiscal year, ended 31/12/2025, the council also asked the fund to adopt a financing policy separating commercially financeable projects from those needing development intervention, and to draw up a map of national infrastructure priorities by region and sector.

Acting on the views of the Education and Scientific Research Committee on annual reports for the 2025 academic year, the council asked Northern Border University to build a framework measuring the impact of research and innovation on regional development and to diversify its revenue. It urged the Islamic University of Madinah to consolidate its identity and focus, manage its resources and investments more efficiently and complete accreditation of its academic programmes.

Princess Nourah bint Abdulrahman University was asked to attract outstanding talent and make greater use of its oral heritage project, while the University of Hail was urged to develop its digital transformation and strengthen research partnerships with agricultural companies.

The council also debated the annual reports of the Riyadh Special Economic Zones Center and the King Salman Park Foundation. Members called for a phased plan to complete the center's regulatory frameworks and activate its one-stop service centre, and for better conditions for private-sector participation and investment in the park project.

On the University of Jeddah's 2025 report, members called for measurable, time-bound targets to improve its competitiveness indicators and for a financial sustainability plan setting an annual target for self-generated revenue as a share of the total budget. The committees concerned asked for more time to study members' views.
